So I think I have decent internet, but if I am on WoW, we can't stream netflix on the tv or youtube on our phones. Any ideas?

I dunno bout time Warner I know the big one here in Canada bell aliant if you are in an area that is a bit congested and the hubs haven't been updated it can get laggy be happy you don't spoke tob3k ms lol I had to stop raiding the middle of ds because of that lol. I'd say call your isp and tell them whats going on might be simple range from your modem as well or just the modem itself.

Could be a lot of different things....what type of router are you using? Some of the newer routers have priority options for specific devices and that could be throttling you down on other things during wow gameplay. Also, is it dual band?

With Time Warner you are sharing the same hub with everyone around and it will naturally slow you down.

I've switched our cell phones over to the 5ghz band. Not sure if my tv supports that or not but I'm gonna test that out tomorrow. My netflix speed test only showed 6Mbp/s download speed as opposed to the 35 I get on my pc. Granted the pc is hardwired and the tv is wireless.

Assuming its not a TWC issue - and that a HUUUUGE assumption, and that you experience the issue at all times of the day.
First thing you want to do is utilize the 5G network on any device that connect to it.
Second, make sure the router is in a good place, not blocked behind a bunch of crap, not inside a closet and covered in cloths, doesnt have a bunch of wifi capable devices right next to it.
Third, run a speed test on the wifi from where the TV is - using a phone or laptop.
Forth, assuming the first 2 above already in place and speed is still shit where the tv is - get a better router, every Arris router i worked with in the past is meh at best when it comes to wifi.
